Under ARRL VEC rules for candidates under 18, the exam fee is $5 and the ARRL Youth Licensing Grant reimburses the $35 FCC application fee. Confirm current rules at session time.

What this is not

Radio equipment is not included. The license is the enabling credential — the legal authority to operate an amateur station under Part 97.

Definition

The entry-level FCC amateur radio operator license. It authorizes the holder to operate an amateur radio station on specific frequency bands under the rules in Part 97 of the FCC regulations.

What the exam tests

Basic regulations, operating practices, electronics and radio theory, and safety. Focus is primarily VHF/UHF with limited HF privileges. 35 multiple-choice questions. 26 correct to pass. Current pool: 2026–2030.

Why a license is required

The radio spectrum is a shared public resource. Operators must demonstrate basic knowledge of the rules, safety, and operating practices so they do not cause harmful interference or create safety hazards.

Duration

Valid for 10 years. Renewable without re-examination.

Why it matters

Legal access to experimental and public-service communications that can function independently of commercial cellular and internet networks. A real technical credential with privileges and responsibility.

Full privileges on all amateur bands above 50 MHz (6 m, 2 m, 1.25 m, 70 cm, and higher), with power limits up to 1,500 W on most of them.
Limited HF: CW on portions of 80 m, 40 m, and 15 m; CW, data, and SSB phone on a defined segment of 10 meters.

Recommended sequence

Complete License Path modules 1–6 (short lessons + module checks).
Read concepts in HamBook (hambook.org) as needed for weak spots.
Drill HamStudy.org by sub-element for the 2026–2030 Technician pool.
Run full 35-question practice exams. Review misses with explanations.
Repeat until consistently 30+/35, then schedule the real exam (Module 8).

Time design

Lessons: about 60–90 minutes total reading across the course. Practice is the longer, deliberate block — that is what earns the credential.

Mastery gate

Do not schedule the real exam on a single lucky 26. Hold for consistent 30+/35 so nerves do not erase your margin.

Facilitator notes

Bring proof of age if using the ARRL youth fee pathway. Confirm the session is ARRL VEC (for the $5 + reimbursement path) or another VEC with different fees.

Preferred local path: JCRAC / W0ERH — often first Tuesday, Johnson County Public Library, Overland Park. Backup: remote ARRL VEC webcam sessions.
